This was one of only a few decorated FEMA trailers in lower Plaquemines Parish. Many families there are still separated by Katrina. There is only one school for the entire area. Only a few stores have opened up and are also operating out of trailers. The only real construction that's evident is along the levees, which a lot of the locals resent. They've raised money themselves to rebuild churches. They can't get new insurance policies to re-build their homes because no one knows what the levee requirements will be. Many never collected on their former insurance because of the flood versus wind damage debate.
